A WATCH candidate is not positive identification. WSP warns that only fingerprints can link a record to a person with certainty. Police reports from WSP or National Park Service incidents remain with those agencies. Friday Harbor contracts with the Sheriff, so a Town record request does not produce a Sheriff case report.

The report listed 95 Friday Harbor arrests, while island areas outside Town followed different patterns. Case class also determines the court record route. Washington class A, B, and C felonies go to Superior Court.
